Straight from the horse's mouth. It appears the connections to Blade Runner didn't come from Peoples, but rather others involved with Soldier (such as director Paul W.S. Anderson).
So the question comes up again - should we keep Soldier included here? Personally I lean toward no at this point, since the connection adds up to just a collection of easter eggs. If we were to get rid of Soldier, I'd probably offload our few Soldier pages to another wiki devoted to Soldier, so it doesn't go to waste. I'd keep just the Soldier article since the BR connection is popular enough to warrant it.
