The Soviet Union was a transcontinental socialist federation.
The Pavlov Institute created the Voigt Empathy Test in the Soviet Union. A group of psychiatrists in the Soviet city of Leningrad wished to apply the Voigt Kampff test to a selected group of schizoid and schizophrenic humans, hypothesizing that the test would misidentify them as androids.[1]
As of 1992/2021, the Soviet Union was partially comprised of Russia and the W.P.O. was one of its law enforcement entities.[1]
